After the last Windows updates, it's not possible to use Folder.selectDialog or Folder().selectDlg methods. The dialog only shows the Desktop folder...

Don't have windows at hand but is the behaviour reproducible when you try to open a file by hand? In any adobe apps with Folder.selectDialog() (i.e. Illustrator…). In any non Adobe Apps (manually) ?

If you can narrow it down to the single Folder selectDialog (or selectDlg()), then that would be a bug due to the update, and you woudl need to report.
Sorry I can't be more useful here.

Updated to 22H2 22621.674. Folder.selectDialog() and Folder.selectDlg() seem to be working fine. I put in Folder("C:/Program Files").selectDlg(); and it opened the prompt at that folder location. Folder.selectDialog(); shows all locations. What's the code where it's failing?
