Inconsistent Paragraph (line) Styles Across Different Files

Hi everyone,

In my book layout, I have action steps sections. These sections are designed with two line to clearly indicate where an action step starts and ends. They are set up using a paragraph style.

However, for some reason, in one chapter file, the distance between the line and the table appears different from the others. When I paste one of them into another chapter file, it adjusts to match that file’s formatting. I want the spacing to be consistent across all chapters but can't figure out why it changes in a different file.
