Indesign 19.01 PDF Export issue

Question

I recently updated my Indesign to 19.01, and I am having a slew of problems. This exporting problem is the biggest one.

I am working on a document that looks like this

however, whenever I export it to PDF and take it to my local print house, he prints it like this.

I've been able to at least recreate the problem when I export to pdf/x-1a:2001 ( I typically use "None"), however, I have no clue how to fix the document so the printer sees and can print it right.

Does anyone have any suggestions? I am at my wits end.

What platform?

If Mac and Sonoma - then InDesign isn't fully compatible:

Otherwise try to use PDF/X-4:
