Text Variables > Define > Load... is the only way I know of.
I'm not sure, but if the Text Variable was contained within a textframe that you then used Edit > Place and Link, it might update. You would have to test me on that idea to see whether it works.

I've a book (tec manual) splitted in some indd doc.
within the <footer> variable there is text from section paragraph style.
I expect the indd book manage inheritance from doc to doc...

No because InDesign doesn't have Header/Footers as per a Word document might have.
You set these manually.
So you would insert the footer variable in each master page for each document in the book.

Indesign should take from the previous document the value of the variable present in the master page of the next document. should do this thanks to the book function.
