I have no plug-ins installed for Indesign, I have uninstalled the program several times, removed my prefrences, removed all plug ins and still get the error after re downloading the program.

Have you installed InDesign at a custom location?

If so or even otherwise go to that location and see if the InDesign folder is still present and if it is so go ahead and delete it. Better so also use the Creative Cloud Cleanup Tool for unistallation/ cleanup before reinstallng the software. See the following discussion it might also help
