Since upgrading to InDesign CC 2018 (on Windows 10), I have a constant annoying issue. Just about every time I export to a PDF, my mouse starts acting up. The left-click button stops working and if I hover over icons in the taskbar, there is no hover effect and I can't click anything. My keyboard works fine and my right-click button works as well.
I have to shut down programs to get the mouse to work properly again and sometimes it takes a couple minutes before it starts working. This only happens when I'm working in Adobe 2018 products and most often happens when exporting to PDF.
I have completely uninstalled Photoshop, Illustrator, InDesign, and Acrobat, then did a complete restart of the computer, installed the programs again, then restarted again, but the problem persists.
I have 32GB of memory on my system and it happens even if I don't have a ton of programs open.
I know this is probably a one-off problem nobody else has, but any ideas what's causing it?

Still happens in 2024. I think I found a fix, tho: open Acrobat Reader and then quit it XD
apparently everything goes back to normal

It looks like your HDD start to think about suicide. Do checkdisk, than check it HDD by some utilities like this - https://www.acronis.com/pl-pl/homecomputing/download/drive-monitor/

I have done a hard disk scan and it comes out clean. I have round that right clicking unfreezes everything and I can keep working. It's just odd that this happens specifically when using InDesign and exporting to PDF.
