I am using the new indesign CC 2019 on a PC. When I go to change text formatting by using the eyedropper tool, it changes the color of the text and not the format. There is no "T" next to the eyedropper tool which I thought was weird because there was a minute or so before. Also, I am highlighting the text first, then clicking the eyedropper tool, then clicking the text formatting that I want to copy. I made sure the text was highlighted and not the boxes. Is this a 2019 bug or is there some way to fix? Never had an issue on 2018. THank you!
Hm. Don't think that the document is corrupt.
I now assume that the transparent object is on its own layer and when the master is applied it will obsucre everything on the document page. The eyedropper tool cannot drill through that object from the master and in effect is showing the properties of the transparent object.
Switch off visibility of the layer the transparent object is in.
You should be able to pick up the right properties from now on.

can you explain a bit more in depth what you are trying to do?
The Eyedropper tool can be configured in various ways. Just double-click the tool to see what exactly will be picked up.
Maybe some properties are ticked off?
From my German InDesign CC 2019 on Windows 10 where the Eyedropper tool ( German: Pipette ) is working as expected:

I checked and all the boxes are checked. So if i were trying to change the pink text when I would select the other text and then click the pink text, it would change the text to white so it disappears. I opened a new document and started over and it fixed it but I don't want to rely on that every time this happens.

When I create a NEW document — there is no problem, the eyedropper working correctly.
BUT...
When I work in a document that was previously in an earlier version (for example, CC 2018), then this problem is present.
If I CREATE a new text box in a document that has been re-saved from an earlier version (IC 2018), then the eyedropper will not work correctly.
If I CREATE a new text box in a NEW document (CCP 2019), and then transfer it to an old document, then the eyedropper in the new box will not work.
If I CREATE a text box in a new document (CC 2019) and copy a text box with text from an old document (CC 2018) into a new document, and then take a sample with a eyedropper - the eyedropper working correctly.
But if I copy this text box with the text back into the old version (CC 2018), then the eyedropper does not work again.

I'd suggest you do a bug report at uservoice:

Are you updated to the latest version of InDesign CC 2019?
That's version 14.0.1.209. You can see this detail if you press the Ctrl key and go to "About InDesign".

Greetings
When a specialist from Adobe asked me to share a file to study it, I began to prepare the file (delete unnecessary pages and all unnecessary) and in the process of preparation I discovered this.
As soon as I deleted the master page the problem was gone.
Eyedropper again working correctly.
I returned to the moment before deletion and began to step by step delete elements from the template page.
I found out that after removing the transparent box from the template, the eyedropper took the right samples again.
Thus, the “wrong” work of the eyedropper turned out to be correct, but it simply took a sample from the transparent Box, which was on the OVER text layer.
Maybe my observation will help someone

That sounds like corruption in the file.
Often that can be fixed by saving the file as an IDML file to get rid of corruption as described here:

Dang! I've been having this same problem. That's what it was! I thought it was just applying the fill of the source text box to the text itself, making it transparent. It was actually picking up the transparency of my dadgum hyperlink box that covers the whole page. Even though that layer was locked, it was still visible, so the eyedropper was picking up it's attributes. THANK YOU!!!
