I can't do anything with a table of contents without it crashing and deleting my documents.

As you mentioned, it was also happening with you on the last version of InDesign, i.e., 18.5.

I submitted eight crash reports. It happened with more than one file, both before and after I installed the latest update.

Hi, I've been having the same issue. My table of contents is based o more than 150 positions, as it's a list of pictures used in the publication. I've been generating the table of contents based on just one paragraph style. Indesign starts the processing, but crashes after around 3-4 seconds.
I've sent a report a few minutes ago.

Hello, Every few minutes the program freezes, often it doesn't want to continue or I have to wait a few minutes for it to start working. Is there any way to make the program work properly, the previous version worked fine

It seems likely that the document has become corrupted, something ID is prone to when files are edited over a long period and in many sessions, and multiplied when working with features that require placing and managing hyperlinks, like TOCs, end notes, etc.
Try 'purging' your file by saving it to IDML, then open that file and save again as INDD under a new name. This strips bloated content (mostly generations of undo info) from the file and rewrites its structure, and often fixes annoying glitches or faults caused by corruption just bad enough to cause such gremlins.
It's also good to follow the practice of doing a Save-As under a new (iterative/archival) name at least once a day, as this strips the bloat that is often a component of these glitches.
