InDesign issue with moving tif graphic to back (object>arrange>send to back)

I put together a "Contacts List" as a TIF and imported it into InDesign. I put some objects on top of it (clipart and geometric shapes). Customer had a change to the content on the TIF art, so I recreated the art with their change and then put back on the page. However, now I cannot move that TIF behind the clip art etc I put on top. 

Typically, I would click on the item I want to send to the back, click "object" > "arrange" > "send to back" (or backward). The TIF won't respond. I also can't drag the random art on top of the TIF. I can see the outline, but the color and art aren't actually on top. 

I've tried different ways of importing the art (Ctrl D, sliding over from PhotoShop), but I can't seem to manipulate it down once it's in my document. It's stuck on top and doesn't want anything else on top of it. 

I will probably take it back into PS with the random art I wanted on top and put it together there and re-import, but I need to know if I've saved the TIF with some random thing checked in Photoshop, or if it's an InD issue. For some reason, my art is being imported with a default text wrap, but I took the text wrap off this box, so that shouldn't be a reason... although that's ANOTHER issue... how to I change it back so that imported art does NOT automatically have text wrap? I want it naked, and add text wrap if I want to later.

Object > Arrange only works with items on the same layer. If the objects are on different layers, then the command won't work. Check Window > Layers. If the answer isn't clear, please share a screen shot of your document with the layers panel visible.

Did you define the document in Photoshop with transparency? Add transparency in InDesign? If so, the clip art may be showing through in InDesign. We can't see that without seeing the file.

You set defaults in InDesign by activating a command with nothing selected. To disable the text wrap default, Edit > Deselect all. Pick No Text Wrap from the Text Wrap panel. Then place your image.
