InDesign on MacBook Pro M2 can't drag Application Frame to external monitor

I just bought a refurbished MacBook Pro M2, 16gb, running Ventura 13.5. I'm now having serious issues when trying to work on my external monitor (Dell). The application frame will NOT transfer to the external monitor. I can drag the window, and the loose pallettes, but no the control bar at the top. I'm trying to design a 500 page book and it's nearly impossible to get anything done. I'm hoping someone can shed some light. 

 

BTW, I have tried using InDesign 19.1.1 and that didn't help. I'm hesitant to upgrade to Sonoma until at least December.

After doing more digging, I found the solution to the problem was as simple going into System Settings > Displays > Arrangement, and making sure the monitors align at the top.
