InDesign opening two files?

InDesign 2018, and 2019 opens the most recent worked on InDesign file along with a file that was clicked to be open. For example. If I worked on "A" and saved it. Close InDesign. Then Open "B", "A" will also open along with "B". This occurs with new and existing files both locally and on a network drive. Any ideas?
