I have this picture I'm trying to modify.  how do I shrink the man and women down but keep the background the same size?

That's not an InDesign question, it's a Photoshop question.

But...you're far better off finding a new image.

Even in Photoshop it would take some skill and experience to make this happen. As Bob says, your best bet is to find a new image.
