InDesign Server 2017 setup.exe not working

We migrated a virtual server 2008 V2V with cc InDesign server 2017 running.

On the new server InDesign Server is not running anymore, probably due to license issue as when we try to restart am adbobe server we see an error in eventlog pointing to AGSService.exe error.

When trying to restart setup.exe for ID server 2017 the setup window starts and stucks in the first white window.

Even trying to run the setup on another 2008 server ( Not any adobe install on that before) the setup does not start.

When trying the setup.exe on the orginal server (before mirgration) the setup starts as normal.

 

Thanks to everyone who has any idea.

Did you cross check the system requirments, maybe you are missing something on that front on the new server.

The system has been virtually migrated (moved)

It's the "same" container just started on a different host. I understand that adobe is very sensitive and detects that underlying hardware change. 
On the clean system - no idea what could be the prerequisite.
