My new system has an Intel Core 9 CPU, a 12 GB graphics card, 32 GB RAM, and liquid cooling. However, it is performing very slowly in high resolution mode when I open an Indesign file that contains many links in both vector and picture formats.
Help us how to fix it.

I assume your OS is Windows?
You forgot about your drive - SSD or HDD?
Where are located your INDD files and Linked files? Locally - or remotely - network or VPN or Cloud?
What is the size of your linked files? In kB / MB?
And why do you have to work in high resolution PREVIEW mode?

Because see the final working is correct and liable.
Even in Small file copy & paste in lagging performance.
You're going to have to be specific as far as time. Perhaps do a screen recording so we can see what you're seeing.
And what does "Locally network hard drive" mean?
