When I insert pages in a book format and I want 2 pages in a spread, it is putting it alongside an existing spread (giving me 4 pages in a row) and when I move the pages it takes the new spread and puts it with the centre either left of right of the two pages, not the centre.
In the menu of the Page panel is Allow Document Pages to Shuffle ticked? If not, try ticking that and see if it fixes the issue.

It sounds like you are describing this?
Click on the first errant page, shift click the last page (the affected pages turn blue or gray), then enable both Allow Selected Spreads to Shuffle and Allow Document Pages to Shuffle in the Pages panel menu (check marks in front of both).
