Install version 16.4 of indesign

there is a chance to get InDesign 2021 version 16.4 running if you can access a backup of your application folder at the point in time where InDesign 16.4 was installed. Simply retrieve the Adobe InDesign 2021 folder from the application folder and move it to your machine's application folder. Then log out of Creative Cloud Desktop App, restart your machine, log in to the Creative Cloud Desktop App. Now the app is looking for installed versions of Creative Cloud software and should recognize InDesign 16.4.

But what exactly is the problem 

InDesign only allows us to download and install the current version (18) and the previous version (17) through the CC desktop app. You can try reaching out to Adobe Customer Care for the installers for earlier versions.
