I've had to reinstall InDesign a few times now and everytime it loses my GREP saved searches, my workspaces, my downloaded scripts, etc. I had assumed the benefit of a Cloud-based application would be that it would save these sorts of things so you don't have to start from scrtach each time. Am I missing something?

These things are all stored in your user profile and can be copied for backup and from version to version.

You can find a way to quickly get to your scripts - then copy them to your CC folders or backup anywhere - I back my up on Dropbox for ease of access anywhere in the world.
I could back them up in CC too, but I just haven't done that.
GREPs can be found on your computer
username/Library/Preferences/Adobe InDesign/Version 6.0/en_GB/Find-Change Queries/

It's a good idea if InDesign / Creative Cloud offered the option to back up these up somehow.

I don't remember being given the option to sync at installation and there is nothing under my preferences about syncing, nor is there the little sync icon next to the page numbers at the bottom left of the window. Any idea how I get it up and running?
