Keyboard shortcuts won't work when I double-click to open an InDesign file in Win 10

If I open an InDesign document from my file manager by double clicking the file I lose my keyboard shortcuts.  I can close it and then reopen from within InDesign and they work fine.  Anyone else having this problem and are there any known fixes (I've searched but came up with nothing)?

InDesign CC 13.1 x64

Windows 10 Enterprise (no, I cannot get the creator edition due to company IT policy)

Normally, we have found that when the keyboard shortcuts stop working, it is due to a conflict with another application. Browser extensions, anti-malware apps and anti-virus apps are the most common. Try rebooting and only open InDesign from file manager—does it make a difference? Consider the apps that autoload as you test.

I rebooted and opened a document directly from file manager before doing anything else. It worked fine. I closed it and opened a second one and the shortcuts would no longer work. I didn't open anything else during or before the process.

What applications load automatically as the computer boots up? That's normally when the anti-malware and anti-virus apps load. Disable them for a minute and give it another shot.

I'm probably stuck as I don't have that ability in this environment. Huge corporation with an IT dept that locks everything down. Thanks for your advice and I'll try to get a friend in IT to give it a shot for me when he can.

I understand. Your question is an odd twist on a common issue (that opening from file mgr initiates it), so I'll be curious to hear how this turns out. If you get a chance, please come back and let us know. In the meantime, at least they will work if you open the files from inside InDesign.

Haven't had a chance to try your fix but I did figure something out.  It's only older versions that cause the problem.  If I double-click to open a file that was created or saved in the current version of InDesign CC I have no problems with keyboard shortcuts and once I save a new version of the older file that I open with a double click it works fine.

How old? Keep in mind that many of the old versions of InDesign are not supported in the current version of Windows 10.

That should be irrelevant as far as the INDD files opening on a double click from Explorer.

I’d be curious to know if the same issue exists in Bridge.

Now this is really getting weird.  I tested it in Bridge and had no problem so I went back to an older file that I know wouldn't work with a double-click from Explorer and it worked fine.  I tried a couple of older ones and they worked fine.  At that point I closed InDesign and tried it all again.  Wouldn't work from Explorer or Bridge until I double-click opened a file that had been created/saved in the current version of InDesign and then they all started working.  Double-clicking to open a current version file seems to unlock the problem and allow the shortcuts to work for any file I double-click to open.

I'm not opening them in old versions of InDesign.  I have the current InDesign CC and when I double-click to open a file in my current version of InDesign that was created/saved in an older version of InDesign (eg, I need to update a flyer created last year) the keyboard shortcuts will not work until I save it as a current version.  if I double-click to open a file that was created in the current version the shortcuts work just fine.
