Low res output in pdf

I am having an issue with InDesign files, when exported to PDF areas with linked media produce low res images within the pdf. Our system is set up with a server that has our customer files in their own folder. The individual ads (INDD) are placed inside a page for layout (nested INDD files).

If I relink the file in the links panel and re-export the pdf look great!. If I restart InDesign, the low res issue returns, No one else in the office has this problem.

Any ideas would be appreciated

I found the issue that was causing the low resolution export. The "Check links before opening Document" needs to be checked in Prefrences/File Handling. I had turned it off to speed up my workflow. I check preflight when exporting to PDF, and nothing showed an error. This seems to be a bug. Not checking links when opening should not affect the PDF process of getting all the assests when exporting.
