I am still finding my way around InDesign, and I would like to reproduce the following for the sake of practice (see screenshot).

How do I design the blue border with sunbeams coming out of it as well as the golden detailing?

I appreciate your assistance in advance. I'm still an amateaur but I'm hoping to hone my Adobe InDesign skills.
