I am setting up a 28-page document, 1 column between .4 margins, but some of the pages will need to be two columns. When I went to make a second parent, the dialog did not have an option to make it with columns. Have I missed something or is there a workaround or what?

Here'e the workflow:
Now you will have two working parent pages: 1 1-column and 1-2 column. You can assign either the 1-column parent page or the 2-column parent page to any of the body pages.

@Barb Binder has given you great instructions. A couple other points:
Because the B-Parent page is based on A-Parent, you can't directly edit the elements coming from A-Parent. When editing B-Parent, you can change the number of columns from Layout > Margins and Columns. But if you need to edit an A-Parent item, you need to override it by clicking Cmd+Shift (Mac) or Ctrl+Shift (Win) just as you do on your document pages to change Parent-created items.
You can apply the A-Parent or B-Parent layouts by dragging from the parent page icon onto a document page.
