Moving endnote to a new chapter (document) at the end of the book and preserving the reference numbe

I'm working on a book with 20 chapters (documents) and lots of endnotes. The endnotes are chapter-specific and come at the end of each chapter. They start at number 1 in each chapter.
I would like to change that and move all the endnotes to the end of the book, to a new chapter called Chapter 21: Endnotes.
When I move the endnotes to chapter 21, their reference number is changed to <?>. I can change <?> to continuing numbers, but when I delete the original endnote frame after having moved the endnotes to chapter 21, I lose all reference numbers in the text frame.
Is there a way to move the endnotes to a new chapter (document), without losing the reference numbers?

No, at this point in time, endnotes will appear at the end of each chapter. You are not alone in wanting them at the end of the book: https://indesign.uservoice.com/forums/601021-adobe-indesign-feature-requests/suggestions/37165906-endnotes-from-different-documents-at-the-end-of-a. You can vote up the feature request by logging in with your Adobe ID and clicking the vote button.
