New HyperLinks... Greyed Out

I'm working in InDesign CC 2019 on an iMac running Mojave. I have five documents, chunks of a book, joined in a Book file. After Hyperlinking all the items in my Table of Contents to the page numbers of their respective itms, I'm moving on to hyperlinks within the body of the book. Only problem is that, now, the New Hyperlink... command in the Hyperlinks panel is greyed out.

Would someone please tell me how to get that option back?

Truthfully, I simply used all my client's text and decided not to reinvent the wheel.

Just curious:

If you use InDesign's TOC utility, it automatically embeds the hyperlinks.

Is there a reason why you're manually making the hyperlinks for each entry in the TOC?
