Non-printing layers printing

I'm having trouble with layers set to non-printing when printing or making a PDF. Whatever I do (short of deleting them) they still seem to appear, I've tried changing the settings in the print dialog box/PDF dialog box from visible to visible and printable, nothing seems to work. Is this a glitch?

No--I have an example of buttons controlling layers, however. The buttons (the color stars along the bottom) will change the layers. To  keep the buttons from printing, simply set them to Visible but doesn't print. (The default is Visible.) My buttons are actually invisible boxes on top of the star art, which is why I can't make the stars non-printing.
