Object Arrange and Layers not working

InDesign 13.1

MacOS 10.13.6

File I worked on last week now will not allow layers to move to rearrange objects. Also, tried with the two objects on the same layer using Object > Arrange. If I want the front object to be in front, neither of those options are available in the menu bar. Same with the object I want to move to back. In the layer pallet they are arranged in the order I want them in, but not on the artboard view.

The shortcuts do not work either.

I did re-import the image on that page causing an issue.

I did not choose Replace Selected item.

That seemed to fix whatever was wrong from before.

There was no text-wrap on that page either. I had checked that previously to be sure.

Assuming that you know how to use Bring to Front/Send to Back and reorder layers in the layers panel (which it sounds like you do) then it's time to reset preferences (we do this when InDesign starts behaving erratically and we aren't doing anything wrong):

First try the steps under "Restore all preferences and default settings" in:

Set preferences in Adobe InDesign

If those steps don't work, move on to "To delete old preferences" in

CC 2018 InDesign—Don't Import previous settings and preferences

I tried both methods. There is just one page it still doesn't work. I'll come up with a work-around for printing now.

I'll also re-import the image that doesn't seem to be acting right.

OK. If you want us to continue to help, please either share a screen shot with the object selected on the page that isn't responding, and with the Layers panel open and expanded to show all layers on that page.

Alternatively, you could share just that one page on dropbox and post a link to it here (public) or message me (private) so that I can take a look.
