OpenType features (fractions) not working for any fonts on Windows 10

I'm just trying to activate OpenType fractions on fonts with OpenType features, but InDesign is showing all OpenType features bracketed. Here is an example for Kristen ITC:

You can clearly see that OpenType fractions are available for this font (1/4, 1/2, 3/4), but there are brackets around every opentype (OTF?) feature which I learned from user @jane-e in this post means they are not available with this typeface. But, they are available based on what I can see from the Glyphs panel.
The original font I tried was Lato. I checked in the font dropdown and there is a "T" instead of an "O", but I learned from other posts that TTF fonts often include OpentType features.
- This is NOT a pro font it is a FREE Google font, but Adobe also has a version (confusing)
- I was following an old Lynda.com course (2013-ish?) by Nigel French that said Lato font had OpenType fractions built in. Created character style by "simply" checking "Fractions" in the "OpenType Features" option. But that has no effect whatsoever.


OBSERVATIONS
These are my observations with the two fonts I mentioned:
Lato
- Shows open type fractions available in the glyphs panel
- Doesn't have an "O" in the font dropdown
- All OTF features disabled (enclosed in square brackets)
- Select fraction left to right > hover selection > click the "O" > "OpenType properties are not applicable"
Kristen ITC
- Shows open type fractions available in the glyphs panel

As a last-ditch effort, I trashed my preferences, but that didn't seem to fix anything.
I found nobody asking about this issue anywhere online and my own troubleshooting has resulted in a dead end.
So, are opentype fractions this difficult? Or am I doing something wrong?
Why is InDesign CC not allowing OpenType features to work in OpenType fonts?
