What is Optical and Metrics in kerning?

Metrics Kerning in InDesign uses the kerning values which are built into the font by the font designer,

InDesign (only program to include this) also has its own system of kerning based on the visual spacing between the letters.

There's no best choice for the kerning. Some fonts work best with Metrics kerning (well designed fonts), others will look better with Optical kerning.
