I have installed INDD CC2023 version 18.1.0.051
The "Package" option is not availble. It is grayed out.
Running Catalina for the Mac OS.
Any thoughts?

Try resetting your preferences:
Windows: Start InDesign, and then press Shift+Ctrl+Alt. Click Yes when asked if you want to delete preference files.
macOS: While pressing Shift+Option+Command+Control, start InDesign. Click Yes when asked if you want to delete preference files.
A dialog will appear asking to delete the InDesign Preferences, select 'Yes' on this dialog.

Yes, the option is still greyed out with the INDD saved to desktop.
Checking on conflict with 3rd party extension.

Here are two more chicken soup guesses:
You could try to run permissions utility checks on your macOS.
You could try to export your INDD to IDML; then re-open the IDML to a fresh INDD.

Make sure all your links are embedded and that your document is saved(no asterisk in the filename in the program).

I'm a bit confused on what embedding the links is going to do? It doesn't affect the packaging options - or affect the menu item.
Filenaming is important - so making sure no weird characters in the filename might help.

It forces the linked assets to be associated with the file you're trying to package- a way to ensure your linked assets aren't preventing you from packaging. Those links will be part of the file, yes, but it works most times and is easier than hunting for all your links to verify they are still okay.

The whole idea of packaging is to generate a folder containing all the assets used. I agree you could embed all the images and then unembed them - and you can pick an option to save them all to a folder. That would be kind of a like a soft-packaging.
But embedding the files has no impact on whether the Menu item shows grayed out or not. I'd be very interested to know if this does solve it - but my gut feeling is it doesn't solve the issue at hand.

Was a solution ever identified to this post? I just experienced the same problem, but saving the project to my Desktop (previously a cloud doc) resolved it.
