Page numbers on Master Page Appearing behind Picture Boxes on Pages

I understand page number boxes created on a master page will always sit behind any images on the linked pages. How can that be? That means I'd have to create page numbers manually.

Wondering why I cannot bring those to the front on the Master Page.

Make a new layer  - make sure it is above the layer containing your images. (This layer will appear on the master pages and all document pages) Put your page number on this top layer.
