Pages panel question InDesign

I've just picked up this job and have no idea how tey set up the pages in he pages panel in InDesign. The job is an A3 fold to A4 calendar. As you can see each page is located under the previous. When I try to set up the document my pages end up next to each other as a spread causing issues with my beed and trims.
