As you experience, outlining text for production reasons is not good in InDesign. Why should anyone do so? There are many, more than 50 reasons not to do so. Paragraph rules loosing is the minorest problem, there are many other problems, hidden and visible. I listed them in other postings. It has nothing to do with packaging.
If you want to outline, do that in Adobe Acrobat Pro:
- Export the file as PDF in InDESIGN
- Open it in Adobe Acrobat Pro. Save as new file (to protect the original)
- Tools > Print Production > Preflight
- On the very top of the window you see below the title “Preflight” a dropdwon menu. Select “Acrobst Pro DC 2015 Profiles”
- Search something like Outline Fonts in the search field. (Depending on the language version it might be different)
- Click “Click proof and correct”.
- Save.
If outlining text is a requirement of the printer, find another one. There are many on the market happy to work correctly for you.
