Paragraph style for bullet list

Is there a way to save a bullet list, or segment thereof as a paragraph style and keep bullet character, spacing and color? I have scoured YouTube and came up blank.

I'm not sure quite what you are asking. Bullets (and numbering) are handled in InDesign exclusively through paragraph styles; there is no quickie-override as in Word, nor a completely separate "numbered list" management feature, again as in 'Grrrrrrrd.'

 

If you go to Bullets & Numbering in the style pane for any Paragraph Style, you can configure the layout extensively. (Don't overlook the option to adjust space between identical paragraphs, so that you can have bullets a little closer together but still separated by more space top and bottom, all in one style.) And you can use a Character Style to precisely specify the font, color, size and other characteristics of the bullet or number.

James, I went back in and did a complete redo of the paragraph styles per your suggestion and it works like a charm.
