I would just use Paragraph Rules > Rule Above for this situation and increase the offset value to shift it up. There's no reason to use a border because you only have a line above the paragraph.

 

But if you want to use the Paragraph Borders and Shading, then increase the Top Offset value in that dialog box instead. Be sure to unlink the offsets first.

I think the issue was the tight screen shot on your first post—it is only showing the line above. In the second screen shot, I can see that you are in fact using a border around an entire section. Let me try this again...
