Do you have the ability to install other programs? I don't know what sort of users rights are enabled by default on Macs these days.

I have installed photoshop without a problem however it wasn't via creative cloud. I just want to install Indesign. I have already tried restarting my computer

Coording to https://helpx.adobe.com/indesign/system-requirements.html current version of Indesign requires 10.15 or higher, so that could be the issue and the error message is a red herring.

Ah. That's the point.
You are blocked by your IT admin to install software on your machine.
Contact the IT department. They have the say on your machine.
They should be able to help you.
