Picture at top of page gets cut by text

I am getting semi-confident with the quirks of anchoring images within text and getting them to do what I would like. Every time I find something that works I save it with a very descriptive object type name so that I can reuse it.
So far images had always cut the text flow (i.e.: text-return-image-return-text) while now I need some images alongside text.
If they do not have to be at the top of the page I can just put the anchor point at the end of paragraph 1 and the image will be positionable at the beginning of paragraph 2. But look at the attached picture.
The image needs to be to the right as it is and the anchor point is the first character of the page.
Why the first line is cutting the image? Changing text wrap doesnt help a single bit.
What can I do to get what I need?

ADD: even with Detect edges the first line of text is ignored.
