I am not an advanced user, so I will try to explain this simply. One of the people who prints from my indesign files in my office has ran into this issue.
When they pull a page down in the pages panel to the printing queue, instead of replacing the first thumbnail it overlaps the existing page.
I am not sure how this happened, as I have never seen it happen before.

From your screenshot it looks like you're pulling down a Master Page in the Pages Panel onto a document page which already has content on it that is not linked to a Master. By dragging a Master in this manner this is exactly what would happen. You mention a printing queue. That is not part of the Pages Panel.

Instead of dragging pages around the Pages panel, just select the pages you want to print in the Pages panel, then right click and choose Print Pages (the ones highlighted will print):
OR more commonly, to print specific pages in InDesign:
File > Print > General and pick the pages you want to print (All, Range (i.e. 2-6,19) or Current Page.

Or do insert pages and apply master page onto the pages in accordance to your desire.
