Do the emoji images in InDesign have the same licensing as fonts? Can we use them in commercial applications?

there is no general answer. check the licensing from the site where you are purchasing/downloading your font.

I'm referring to the Apple Color Emoji and EmojiOne "fonts" that seem to "come with" InDesign and Illustrator, NOT fonts that I have purchased or downloaded on my own. Adobe fonts says:

Use them anywhere

We’ve already cleared everything here for personal and commercial use.

But does that include the emojis?

If it's part of the font and provided via adobe fonts, yes.

> "I'm referring to the Apple Color Emoji and EmojiOne "fonts" that seem to "come with" InDesign and Illustrator, ..."

Why do you assume both of these fonts "came" with InDesign and Illustrator? One is an Adobe TypeKit font, the other has "Apple" in its name. Each separate font has its own license, and you'd better read up on it per font.

If I were you, I'd not take liberties with Apple's fonts; they can pay more lawyers than you. As for "using in commercial applications", I would hazard a guess that this goes way beyond what they are intended for. Adobe is generous but using them for any and all of your projects is explicitly forbidden:

Q. Can I use Adobe fonts for commercial projects and client work?
A: Yes, Adobe's standard font licensing agreement (EULA) allows for both personal and commercial use, sales, and distribution of designs and documents which are created using the font software. This may include printed materials, logos, and rendered content like photographs, film, video and bitmap graphics.
If distributed, the design should not contain the original font, but can be converted to vector outlines, rasterized, or subsetted and embedded in an electronic document like a PDF or eBook.

(from https://www.adobe.com/products/type/font-licensing/licensing-faq.html, with my emphasis – but again, individual TypeKit fonts may have a different EULA, and I did not check if EmojiOne has such.)

Because they are available in InDesign and Illustrator and they are not in my Font folder, so they appear to come "with" InDesign and Illustrator. And yes, the name "Apple" is why I asked the question in the first place : They have WAY more lawyers than I do!
