"Place" Feature Not Working in InDesign 2024

Today I downloaded InDesign 2024 and I'm totally new. I want to open PDF file at the program but "Place" is a gray window. No dialogue box comes up. Is not  the newest rounds of updates. 
Pleace help! 😕😕

You are describing two different functions


File>Open

Open is to open InDesign files, with extensions .indd, indb, and indt file extensions

Place is what you do when you already have a file open by either opening a file - or creating a new file.

Once you have a Page you can then use the

File>Place

And be able to select your PDF to place it.

Is to be completely clear, InDesign does not directly open PDF files.

I understood that InDesign can open PDF but with File->Place. 
Can you recommend me a program with which I can do preprinting?

Example: I have picture 6 inch in pdf file. I want to print that picture but in one paper A4 to be 4 of that picture.

If you have created or opened a file, make a screen capture which show what your file looks like when you choose File > Place. Upload in your reply.

I do that, but the file is blurry in that way..

I want to open PDF file and I found tutorials for the program. That's why I tried directly with File->Place.
Now, I tried to open the file, but InDesign don't recognise my PDF.
