I get a popup message saying, " Cannot handle the request because a modal dialog or alert is active." Then the InDesign program shuts down.

Try a Force Quit and see if InDesign will then relaunch.

If not maybe uninstall and reinstall the application.

This assumes you have the correct system specs of at least 16GB of RAM and plenty of spare disk capacity.

It might also be worth resetting the InDesign preferences back to the system defaults.

If you have multiple monitors attached to your computer check if the modal dialog is shown on the other screen. Try using the esc key to dismiss the modal if it is present in real but not visible on the screen.

It almost sounds like InDesign is actually already running (perhaps you had a crash and it is restarting on reboot) and the modal dialog may be asking if you want to recover the file(s) open at the time of the crash. You haven't told us your OS, but you should check your Task Manager/Activity Monitor to see if that's the case.
