Resize while placing graphic from CC library?

This seems really simple but I cannot find an answer. When you place an external file/graphic/whatever you get to drag it to size. Is there a way to do that with graphics dragged from the CC library? When I do it no matter if I try and drag out a size, the graphics auto populate to their original size, often way too big or too small for the size document I'm working in.

For context, I work at a theatre and I use indesign to make our posters, ads, programs, etc. All different sizes, but I use the same assets like show art so I keep everything easily accessible in the CC library, but this sizing issue is driving me nuts.

Yes. When I drag an image out of the library and hesitate for a second or two over the page, the image appears loaded on my cursor, as if I chose File  > Place. Then I can click to place the original size or drag to control the size.
