Is there any way to create right aligned numbers in a Table of Contents without having to manually insert a tab before each line?

You can create the headings easy enough with right aliened numbers.

Click the More Options box, and in the Between Entry and Number field, either type ^y or click the arrow to the right of the field and choose the option from the pull-down menu.

Groovy — now, if you have the numbers coming BEFORE the entry rather than after it (on the left side), but you want those numbers to start with a tab so they can right-align along a right-aligned tab-stop before there is then, subsequently, a tab between that and the entry, how do you do THAT?

TOC entries can't start with any kind of whitespace, unfortunately. You will need to use the left margin to position leading TOC numbers.

I guess that will go on the unfortunate heap of other obvious
quality-of-life improvements to the TOC that haven't been implemented in
the past two decades (I've been working in InDesign since the early
2000s), along with "clear all overrides in entry" and "apply [none] to
remove all character styles from entry". Adobe can be a real letdown.

Sounds like your TOC text style's tab stop isn't in the correct position or
isn't the correct tab stop alignment type.
