Scrollable Frame in Overlays

Hi, I'm following everything mentioned in the Adobe Help but still, I cannot create a Scrollable text Frame in Indesign. I'm using Win 10 and Adobe InDesign 18.1 Ver. Please help.

A free plugin for InDesign adds support for a scrollable content frame (not just text: entire pages of content may be turned into scrollable content):

    Scrollable frames only worked in AEM and DPS. They still work in in5 but there is no other format that supports them.

      Scrollabe are only text form fields when expoted as interactive PDF.
