Scrolling text in a PDF

Working on a project in ID and have been asked if there is a way to have scrollable text on the final PDF file. From all I am seeing the answer is no but thought I would reach out and ask.

No, you cannot make scrolling text in InDesign to PDF. 

Yes, you can create a PDF form text field in InDesign and export as interactive PDF. Form fields are not directly part of the PDF, to FDF , which are linked to their PDF.
