Seperate anchors for start and end point of a line

Is there a way of anchoring line to 2 anchor points?

For example in the screenshot below I would want the first anchor point where it is after the E for the start of the line and a second anchor by the picture of the cat for the arrowhead

You mean that if you move the cat around, the line would automatically follow?

No. Not even Illustrator (the prime candidate for such a function) can do that.
