Site planning magazine in InDesign

Hi!

is there no tool in Adobe / InDesign to plan the page structure of magazines/books? Easy to use also for people like editors that are no InDesign pros - or don't have a InDesign license?
I only found external solutions or websolutions (sometimes with horrendous costs), nothing implemented in the Adobe structure. For me this is a fundamental tool for a full service in editorial and magazine publishing...

It has never been a part of the Adobe Suite, not ever.

To insist that it should be is a huge jump. Many others do without such things.

Start with a flat plan - you can use any software for this - Excel, Word, Visio etc.

Everybody can work with this.
