Spread not printing correctly

I'm printing a book for 3 ring binder. The cover should have page 2 printed on its back. And then page 3 should face page 2. If my terminology is correct, 2 and 3 are a spread. However, it always leaves the back of the cover black and prints 3 on the back of 2. I've tried checking both print spread and page. I've tried printing from page 2 on. No matter what I do, it insists on printing 3 on the back of 2.

Make sure that Print Blank Pages is checked in your print dialog box. 

If it is still giving you trouble after that, add a text frame on each blank page with a letter or two in white text, just so that InDesign will read content as being on those pages.

Brilliant! It worked! Thank you! I'm not sure I understand the ramifications of print spread vs pages. Does that only apply for printing just part of a book?

Print Spreads puts both pages of the spread onto one sheet side-by-side. I have only ever used it for proofing individual spreads, not for final output.
