stop toolbar pop-up

Is there a way to stop this toolbar from opening up every time I click an image in InDesign (and all Adobe products actually) - see attached photo?

If I want a generative AI image, I'd request it.  but this is incredibly annoying...

I'm working in Adobe InDesign 19.5 on a Mac.
