Story Optical Margin Alignment- doesn't work on hanging punctuation within bulleted paragraphs

I have several bulleted paragraphs with indented text. The Story Optical Margin Alignment doesn't appear to work on anything other than the bullets themselves. I occasionally have quotation marks I also want to have hang outside the tabbed margins, but no amount of margin alignment change seems to affect the text that's 1 or more indents in....
