hi everyone , i want to change default stroke point type in indesign which is 1 pt default when we open new document,  how  we can  change this default to 0.25 pt  .. thanks in advance.

You should define strokes in the table styles, but not in the cell styles. In cell styles leave the fields for color fill and strokes empty. In Cell Styles define only lokal exceptions. Remove all overrides.

InDesign has an obscure feature in that when you set nearly any option or value with no object selected, it becomes the default.

 

With no document open, set a stroke color and then set the stroke weight to 0.25. Change the stroke back to [None] unless you want a particular color as the default. Close ID.

 

The stroke weight should default to 0.25 until a preferences reset or other update resets it to 1. However, the nature of the Type tool seems to be that it resets the stroke to 0 with each new text box, and to 1 when a stroke color is first assigned in text mode. So I am not sure the persistent value can be set for text.

i close document and set stroke color to 0.25 and color black and close indesign and open and apply stroke to the cells but not change to 0.25 still indesign using 1 pt .. not solve issue

Any value you change without any document open will change the default behavior for any new document. Exiting documents will never be changed. If you want to change options in an old document you have to change the values when the document is open but no tool is selected. 
I strongly recommend to work with styles, strokes can be defined with object styles, in tables with cell and table styles, save often needed styles always with the same name and load them in other documents. 
Avoid working without styles

see when i make cell style for borders 0.25pt and apply styles to empty cells the bottom line is misssing why ... this is the issue i am facing here  you can see in image , and for default behaviour of the document i set it 0.25 pt and then i am opening new document and pressing < shortcut for stroke is same 1 pt not chaning default behaviour plz help me

Just wanted to note that the OP said nothing about tables. It's hard to answer a question about table outlines when the question was about text strokes. If language is a barrier, post in a language you are more fluent in and the translation system here will do a good job of expressing your accurate problem and request.
