Text block hovering

Lately when I hover over a text block, the text block handles will not show up until I hover off the text block. Is this a new feature? If so, how do I turn this off?

I should clarify, I am selecting the text block and its not till i hover off the text block that the handles show up.

Update to the latest version 20.5 where it is fixed.

Not available in all countries yet. You may need to wait a few days.

No, but it is released in a phased manner, so in your country it may take another few days to show 😉
